Stop Super Speeders Law Goes Into Effect On October 1st

Maryland is adopting a new approach to address repeated dangerous speeding. On June 3, 2026, Maryland enacted Stop Super Speeders Legislation (formerly HB 107/SB 366) to cut down on dangerous driving and motor vehicle accidents. The law will take effect October 1, 2026, with implementation of the pilot program to be required by October 1, 2027. The law only affects repeat serious offenders whose speeding violations have resulted in suspension or revocation of their license. If these drivers choose to take part in the pilot program, they are required to install Intelligent Speed Assistance (ISA) devices in their vehicles. These devices use GPS and onboard systems technology to effectively prevent vehicles from travelling above the posted speed limit. There are a handful of jurisdictions that have implemented similar programs, including the District of Columbia, Virginia, and Washington. These jurisdictions have shown that the technology has the effect of reducing speeding and preventing crashes. Participation in such programs will likely be impactful and highly relevant in establishing liability positions for future litigation.
